What is Mello-Roos, and which San Diego areas have it?

Mello-Roos is a special tax charged in Community Facilities Districts to pay for roads, schools and parks in newer developments. It’s common in master-planned areas like eastern Chula Vista (Otay Ranch and Eastlake), 4S Ranch and newer parts of Murrieta and Temecula. The amount varies by district, appears on the property tax bill, and some districts expire after a set term.

HOA fees vary widely by community and amenities, and condos usually cost more than single-family homes. Review the HOA budget, reserves and any pending special assessments before removing contingencies. VA buyers also need the condo project to be VA-approved.

Under Proposition 13, the base rate is 1% of the purchase price. Voter-approved bonds usually bring the total to roughly 1.1%–1.3%, plus any Mello-Roos or special assessments.
